I think minute long time limits are excessive; a power cost would effect this anyway. Say if it were 5 power, he could zip in and out, but would have to wait a few minutes to regenerate some power before doing it again.

Would it be more fair to just ask that no one be allowed to follow someone using a cubix? Only the person who has possession of the cubix ought to be able to travel with it. Leading a team of invaders quickly through the planes would seem to be more a problem than one or two people being nuissances on their own.

Eeeh. I know. But still, you're limiting it's usefulness. What if you and I wanted to go Astral Bashing, and didn't feel like jumping through water/celestia, or earth/nil, or if you're lame using astroglide.

No, I don't think that's really fair. They didn't spend 600 bucks on a more limited version of Tesseract.
I think using the cube and leaving the fulcrux should take a 2-3 second eq penalty, and be done with it. This allows those whom want to give chase the actual opportunity to do so, and will discourage people from doing as they are.
