I think the best thing is to approach it from a writing perspective. Your character is a protagonist in a shared world universe, how do you flesh him out? What makes your favorite novel protagonists entertaining?
I've tried to put layers on Tully. There are some hidden layers that a few people have gotten to see. I'm still writing the background.
The best thing to do is come up with a concept and maybe write an outline. For instance, you should kind of line-list personality quirks, etc. Some paper RPGs can be helpful. Here's an example of a list I did for Tully. You should try to create one for yourself:
* Janitor--players seemed to enjoy having somebody just clean them off, clean up the city, and doing random emotes. Likes his job, although it gets to be a pain at times.
* Is a bondsman for Magnagora. He's working off a debt his family had--when not in the basin he's working for the viscanti noble houses--they "own" him--he stays as a manner of honor, and has pride in his work.
* Family lived in a hut in the post-taint days near one of the villages. Family members included members from Ackleberry, Hallifax, and Gaudinich. (I've done this since I made the "sweeping" mistake and it's probably easier to create a background involving the missing cities.)
* Good-hearted. Is not an evil person. Will not do "evil" quests. Very kind to everybody. Eventually, he may leave Magnagora, when his "debt" is worked off. He might be at home in Serenwilde, if they'll have him. Celest might be too "stiff" for him. I'd probably wait to see what happens when the lost cities and commune come back. I wanted a character who doesn't fit the standard "everybody from this city or commune shares the outlook/morality).
* Not totally innocent--loves dirty jokes (and regular jokes). Can be a bit forthright and even tactless at times. I wanted him to add a little of comic relief to a rather serious and "angry" city.
* Has an specific accent. Tink instead of think, Dere instead of there, Ye instead of You, "Boyo" a multiuseable term akin to "Furgetaboutit". Don't overdo it. Influenced by Cockney, Scottish, and Cajun.
* Has hidden intelligence and mysticism. Transcendent in Planar and Lowmagic, Bookbinding as a tradeskill, Master of Influence. Has not chosen a class. I need more choices before a decision is made, if ever. I try to keep this part of him limited to discussions with a few characters.

Some of the most ambitious characters IMO become disillusioned because they don't end up in a position of power or influence. You only control yourself, not others. Ialie is an odd character to play. It is hard being meek, and shy, and acting all scared sometimes when you really want to be angry and demand things. There are a lot of people who step on my toes and I always have to try and do what Ialie would do.. now... it is getting a bit easier. Ialie is an OH now... so she has been growing a bit developing a bit more. She is still meek and so on, but her confidence is growing....

I find it fairly easy to play characters that are very dissimilar to me. I just view it as an extension of my own emotions, and a chance to go to extremes and do things I would never dream of doing.
So whereas in real life I sometimes idly fantasise moving to Spain or France, in Lusternia Jack betrayed his homeland, tried to kill a citymate and ran off to Celest. S'all about extremes.

I think the reason why people found it hard to believe is that Erion and Kyle have a certain lack of... innocence? about them. Yes, I know, that's about as much of an understatement as saying Kethuru can be a little hard to reason with sometimes.
Then Kalodan is an absolute child.
Only problem with it I have is that in getting that roleplay across so well, Kalodan emotes and talks a LOT

And, Nejii. It seems the emotion is widely shared in certain factions of the Wilde, while other parts think he's the absolute sweetest and amusing thing.
I can't begin to explain how tickled to death I am of things like, Vix leaving a trail of honeycakes, or Narsrim using them as a bargaining chip to get his sickle. Things like this just make me giggle like a school girl.
And you all seriously don't know me that well, if you think I'm sort of BDSM devil-worshipping flamboyant homosexual. I'm actually really different offline. For instance, you'ld never hear me talk about sex. Evar. Like, ever ever ever.
But. <3 Kalo. He's my inner child, seriously. Sometimes, I'll watch people, and start wondering how Kalo would react. Erion was pretty cut and dry, and his reaction was reasonably predictable. It generally involves in maiming and hurting. Erion's my darker desires, saying the things I'm too afraid/ashamed to say. But Kalo. That's my pride and joy, right there.

I have to play extreme, hypocritical characters who have both good and evil sides, which I find to be serious fun. I couldn't play a nice or extremely evil character because I'm neither IRL and I'd find myself losing my temper (nice) or giving in (evil).

I developed my character Qaletaqa after beta. The inspiration was of course the first Village I found and I immediately thought to make him speak and come from Delport.
However, I found by Estarra that Delportese didn't really exist and that it was just more phraseology. Which I found difficult to realize that I couldn't just go around speaking all in french/delportese. So I had to start splitting and speaking a sort of accented english. Its been rather difficult to find delport words used by the civilians there because Delport has been with Magnagora for sometime and I just returned a bit ago.
So I have had to adapt a bit but it is challenging because I don't speak french at all. However, I challenge myself to learn new words and translate simple phrases off of world.altavista.com which I use religiously as a source.
I even picked up cooking and opened my own shop which I called Estengare Trading Company off of the river by delport.
Some things I stress over is the fact that I am human and that my village is constantly under sway of different 'tainted' cities such as Magnagora. I find it hard to roleplay that I have family that would live in such a place controlled by them. I even wonder why villages even follow a city-state that really has no interest in their morales. So it is hard for me to roleplay taking a stroll down Delport into the docks and so forth because I would of course die by all the guards.
I am overall happy with my character however I think he would be better set in Hallifax which is why I somewhat stopped playing to begin with as after doing the Hand quest it did nothing . I also haven't found a suitable wife or ladyfriend for him. Nothing in Celest really caught his interest I suppose. The only reason I think Qaletaqa is in Celest is because it was the only non-treehugger, not evil aligned city. He's neutral-good but not good at all and at times shady.

The reason the Delportoise follow Magnagora is that they were promised (and said promises were backed up with multiple demonstrations) that if they didn't they would be brutally slaughtered!
