Torak is currently farscouting me on Water from Prime. However, I am unable to scry him with my enchantment. Why is this?

In Planar, the ability cosmicsense says:

If you have the ability to locate others, you will be able to locate them even if they are on an adjacent plane....

Water is not adjacent to Prime.

I typically don't bug things I'm uncertain about as I hate to look retarded if it was in fact a legit thing. Hence, I'm asking. If it is a bug, I will bug it.
