1/4 health, Terenas.
And note that, for a Hartstone druid to be able to cause enough damage to get a decent levelled enemied DOWN to 1/4 health, they must be so severely screwed up with afflictions that the insta-kill is neglible anyway.
On enemies with lower amounts of health - if you can get them down to a quarter, you're probably only 1 or 2 cudgels (or normal Gores, for that matter) away from killing them anyway.
On a tank, like Ixion, with 8000+ health... If you can take 6000 off that, leaving him with 2000 still, sure, being able to kill him at 2k health is great. But to actually REMOVE that 6k health? A Druid needs to be able to do a LOT of afflicting.

Wrong, why the hell do you Hartstone keep saying that when Stag Gore instant kills at 1/4 health? Not to mention if you do more than enough damage initially with gore, you can instantly kill them through vitae as well. Blacktalon as far as I know doesn't have an instantkill, but Hartstone druids do, learn all that your skills can do.
Edit- 1/4 health, not 1/3. I don't have Stag, so

Well, 1/4 is crap, when compared to other people's 1/2 mana and the like. Something they burn off in almost every attack - or have so little of it.
We basically don't have one. Grr.

I really don't know what we're going to be bringing it down WITH. We've have to hit him with a hills smudge, hope he doesn't cleanse, raise cudgel, sap, treebane, then forest smudge him six times in a row. This is assuming you have enough ego for it.
Lame.

Lalala, and Aquamancers, Geomancers, Nihilists, Ur'Guard and Paladins, Moondancers and Shadowdancers all have instakills.
Druids, however, do not. I would be willing to let my attack speed be nerfed for chasm.  However, if you're going to nerf our only serious offense (since our demesnes are a joke, and smudges, while a nice addition to our demesnes, are herb-costly, and rape our ego), I'd like some form of compensation. Our cudgels are rediculously useless against players, and our charms, last checked, didn't do squat.
So, please. Nerf us if you will - but I want it to be balanced out elsewhere.

Please, tell me where my Insta-kill is?
Toad-Curse is not an Insta-kill for us like it is for MoonDancers, so I hope that's not what you meant.

Don't make the mistake of thinking I don't LIKE that extra add-on to Gore...
Just making the observation - and also pointing out that it's not exactly an insta-kill in the same way as some other classes have them.
As a Geo, you might aim for Chasm, and have to satisfy a few things to keep them there.
Aqua, whatever that freezing thing is again, you might base a strategy of pulling it off.
Gore instant-kill? Seeing as the only requirement is low health (and 1/4 is pretty low), it might work better for damage-dealing Serenguard, but no Hartstone can really base their offensive around it. Rather, it's an extra bone thrown in if you pretty much have already got them beaten.

Also, I don't believe you can do anything while they are impaled, and that gore is based on strength. It might be a nice perk for the Serenguard, but I don't see why any Hartstone would seriously use Gore in combat.
