Well... no.
I agree with Diamante, there should always be that teensy bit of risk. I can imagine the potential overpoweredness of having a place that's 100% safe, so you have GUARANTEED rezzing via transmigration if you die. Even with lich, it isn't 100% guaranteed you'll get out safe after liching. Eye sigils, unknown, distorted areas... all count. I mean, with lich, we're still in enemy territory if we're unlucky, and we're off-equi right after we reform. With a 100% safe place to put your druid pets in, it's guaranteed rezzing in safe territory.
True, the kennels I suggested don't solve the main topic, but it helps a little at least, as far as pet safety goes. Serenwilde has more than one animal, maybe, but only one druids deepbond with, no? It's not meant to be a storeroom where you put everything for absolutely no cost.
What about just giving fixed denizens in guildhalls odd scents so they can't be tracked? Like we could put incense in Captain Avarath's room, or dried herbs in (insert name of druid version)'s room. If you bring a pony in, and an enemy knows and tracks it down, honestly, I say too bad. Should have been more discreet. But a basic sense of security should be offered.
EDIT: On the not so bright side, this may mean everyone just parks their pets at the guild tutor's. Maybe just give the guild tutors themselves funny smells.

The communes at least can now stop someone from tracking into a room. It's one of the newer announce posts about updating skunk.

True, but this doesn't count as much for non-forestal organizations.

No.
Tracking != Retrieving, it seems.
A Tracker can still Retrieve into a skunked room - Jelani and I tested this. The protection is against players being Tracked, whatever that means, not denizens/items being Retrieve/United.
There needs to be a way to stop people from invading guildhalls while noone is in them. I don't think anyone has abused this yet, but it's so easy to invade with this ability, it isn't even funny. Jelani united to me in about three seconds. Even if I was THERE and TRYING, I couldn't target AND kill the wolf in three seconds. What, do we need to have to demesne our guildhalls now? I thought they were supposed to be somewhere safe where we could semi-idle while we wrote things for Lusternia, which is what I use the guildhall for, not a place we need to be worried about having raided/demesned while we aren't there. It isn't a matter then about vigilence, it's a matter of just not enough people being logged in. Meh.

Didn't someone kill the Blacktalon tutor using this? Or was there another method used?
