Your points are valid, except the one about Scourge, since you can cure blindness off herbbalance with myrtle. So there's no reason for blindness to slow or hold anyone down.
edit: maybe psychic resistance influences succumb drain, since I've got a lvl2 of that, and succumb only drains me for 350 a tick.

Bonds is still to much power to be reliable when it's sooo easy to run in this game
choke will get the Shadowdancer killed usualyl, especially if they are fighting a druid or another wiccan. It is really good against knights, but then again, like when I fought Daevos.. I choked...he tendon whored me in one friggin hit... he had the advantage at that point.
Brumetower, when I put it in the envoy report was supposed to stop things like raise cudgel and treelife, but all it stops is climbing itself.. so only good for hindering people from running away..
Flight... yeah, I like this skill now, keep forgetting they made it usable.
EDIT: If Flow and Wisp were returned to what they used to be...then Bonds/Choke/Brumetower would all be a great deal better, but as they are, I have to pray my opponent (non-druid) walks into such a trap.

Spider will now effect WRITHE time.

HEXES:
Vapors will give a small blackout upon initially effecting the target...
I promise.
ALLHEX now cloaks the afflictions like WHAMMY.
Two new skills added, check the AB.
You can now HEX DISPERSE to destroy any of your own hexes in a room.
HEALING:
SUCCOR has a slightly lower EQ time on it.
FARHEAL/FARCURE can now target people indoors or outdoors.
NOTE: Healing already cures all the new afflictions that have been
added, the AB files will be updated to reflect this.
JEWELRY:
You will now see if someone is effected by a perfect gem.

Runes will no longer be used up in the arena.

And as to the new envoy changes, Hexaura enables them to carry around their hexes, Sense enables them to see who walked where into their drawn hexes. Since hexers can now basically carry around an instant, masked allhex, it's going to be painfully obvious that you have one choice against a hexer now, learn focus mind or die.

I lurve the new Astrology skill (let's me track those pesky Moondancer Novices when they get lost), and the alchemy thing was something I envoyed with Narsrim .
