Hey, I wouldn't mind having to pay for tats if it meant I would look a lot cooler. Also, if a person is really dedicated to a guild or clan, the should have a tat that only the members can wear.

Hehe, I just "came up" with this idea on my own, and lo and behold, someone has already though of it.
I was thinking, they could range to the purely cosmetic uses (she is wearing blood red lipstick, etc) to things that could help you while influencing (a perfume which makes you seduce people better, some dirt colored powder that will make you look poorer for begging), to things like very temporary gender or race change (in appearance, only, of course). I hadn't thought of the candles, but candles could maybe produce a small aura of regen until it burns down, a bit like campfires or something.
Trans skill? Immune to skunks?

Sounds like fun. I can just imagine:
Neenee is here, smelling like the fruits of the rainforest.

I agree, the perfumes in Achaea were a bit annoying. However I was thinking more along the lines of a line added to the end of one's description stating "She smells faintly of lavender". Tattoos in one's description pose the same problem as writing in clothes. That is to say, a tattoo on your abdomen shouldn't be visible if your abdomen isn't visible. I just think this sort of thing could provide a unique roleplay opportunity, like every member of a certain guild getting that guild's official tattoo.
Cosmetics could help with camouflage, or perhaps making one more persuasive. Also, with the new Tracking skillset, perfumes may also serve a purpose in masking one's scent or something.

look aison
She is a noble imperial merian and still has plumpness from young age along her hips and waist. Strong arms, defined abs, and powerful legs are well-muscled from various activities, but her limbs are still exceptionally long compared to the rest of her. A normal hue of blue-green adorns her merian body, blue lips dark and flattering on her face, almost awkwardly, and deep navy blue eyes glitter with emotion. Starting from the top of her head and spanning down her spine are nearly translucent fins which rise high and tall compared to her medium height, and are also beginning to grow along the outsides of her forearms. Soft featured and smelling of the ocean, she is nothing spectacular or out of the ordinary. She is wearing a twisting ring of amethyst, a silver and coral crown, a beryl sun ring, a simple ring of bloodstone, a sleek wave-embroidered sea blue cloak, pearly slippers of ivory silk, flowing robes of pure white, a light blue coral ring, a gorgeous diamond ring, and a set of water elemental prayer beads.
You don't need spammy perfume like in Achaea to add flair to your own character.
I know in Achaea someone paid major credits just for their wife to have "The scent of clovers wafts from her person." added indefinitely to her desc, with a little spammy line to abuse every now and then (custom perfume). It was more annoying than helpful for RP and I gagged it after a while. Sometimes it's nice, other times it is not.

Regarding cosmetics, I'd say no. If people go AFK in Achaea or get disconnected, soon enough you find Paladin Knights dressed in frilly pink dresses wearing makeup and smelling like (spammy) roses. It's funny the first time, but it gets old after the 25th time. Face it, if you found a Paladin Knight daydreaming on the street, you wouldn't strip him down and force him to put on makeup. That would be weird and oddly sexual.
You can add makeup in your description, or, God forbid, your character can be plain-looking and makeup-less, with beauty on the inside instead of on the outside.
I would, however, support the idea of having small hand mirrors for looking at your own reflection, should anything of the like be made in Lusternia.

Hum. I do sort of like the idea of tattoos. I do recall lamenting that when I first joined Lusternia, because what little time I managed to actually play and enjoy Achaea, I had a character who could do tattoos. But it can be just as easily argued that these things are easily worked into the description... and yet again, to play devil's advocate to myself, so could clothing and jewelry. So, I guess the challenge comes in where to draw the line between what to code and what to leave to each individual creative mind and their description. Hm hm hm.
Not overly fond of the cosmetics idea. Then again, ha, could be because most days I personally don't care to bother with make-up myself. But, I don't know. Tattoos are one thing. Tattoos are needles and ink, basically. Cosmetics are complex mixes of chemicals and yada yada... even back in medieval type times when cosmetics were far simpler... like grounding kohl or some such and mixing with component b to make something to outline eyes.. etc. Not really something the common people messed with. Or you could go back further to simple things like smooshing various berries and using the juice to stain your cheeks or lips... yada yada. I probably sound insane by this point.
So, yeah. In conclusion. Tattoos, maybe. Cosmetics, meh.

Bah I hate makeup, I have personally worn it... six times in my life. Prom, Graduation (High School), Wedding Day, Divorce Day, Friends Wedding as her maid of honor, and once when I fell asleep and my niece gave me a beauty treatment...
Seriously, it aint that big of a deal... and as to in game... way no... you realize how annoying it would get?

Some forestals I know would manage not only to hurt themselves just lighting the candles, they'd set the whole darn forest on fire.
And on that note, can we please let Serenwilde have them?
