It doesn't, the last time I looked, work.
That means that if you burrow under a lake, ocean, or river, and get disoriented, you are more or less stuck.

He was asking if there was an issue with changing it so that it DID work. (You can't seem to burrow under a river anyway, as I just demonstrated. I'll go test it again 6 levels down just to make sure though.)

Once you get below water, by a bug or whatnot, you can't burrow in any direction at all.
