Damn you guys really need to get to playing achaea a bit before whining about transport.
Most classes there have a very limited means of transportation, usually requiring to walk everywhere you need to go.
This results in not only learning the terrain, but making it harder to get away from people who jump you, and also you get to experience a lot more of lusternia and appreciate the game design.

Maybe teleporting to somebody who's has you on the allies list cost lest. Somebody who is neutral more, somebody who has you on the enemies list a lot. (Maybe 1p Ally, 3p Neutral, 5p Enemy).

Healer tarot heals you for 25% of your maximum health, while magician tarot heals your mana for 25% of your maximum mana. It's far better than puella as whatever race.
And Icarus' suggestion for Via is nice, at least it'd be a little closer in usefulness to Flow then.

Commune and city abilities weren't meant to be identical. Is he the only person comparing via and flow? They're -so- different.
Why would via need be changed when the cities have access to the tarot ability, catacombs? Catacombs is unique to tarot and it should stay as such.

I know, but you make it sound like everyone in the city can just use it on demand when it's not the case.
I'd like to see Via changed like Icarus suggests plus allowing to sprint through highways.
And then, Catacombs expanded for more locations.

That's not the point, Gregori. Teleporting is important when trying to get to a trouble spot and quickly. It has nothing to do with laziness. Response time is crucial in most situations. Of course, sprinting aliases help too, but the cows.. nerf the cows!

Yet 2/3 of the commune guilds get it in novicehood (Flow that is) While catacombs is available to 1/3rd of city guilds, and even then, only if they select Tarot, which not every does.... Huge difference. Even Wisp is more likely considering it's a main skill instead of an optional skill.

Let's say I only had teleport. In a second maybe two more than it takes me to teleport to a location, meaning I need someone there to begin with for said getting to quickly. I could have walked, using rifts, planar travel, aetherplex shortcuts. Seriously, getting around is only as hard as you make it. The more convenience provided the less people bother to learn where things are. Do a poll in the Serenwilde on how many people can -walk- to the landmark locations in the forest. Tokota, The Naos, Abeytu, White Hart, The Tower, The Lodge, The Grove, even the Flame of Glinshari. You will find that the majority fail to be able to do so, because of the ease of transport skills.
Now I am not saying nerf them all into nothing, just that the more you "expand" their repetoire the more people lose their sense of location.
EDIT:: Do the same poll in Achaea using the cities, you will find that most people can easily get to them walking, and lead you to major landmarks in the game. Just don't ask Aztecia... she could never find Eleusis.. and she is a Sentinel

Catacombs tarot is no way crucial during group combat. It only allows you to go to seven locations - village entrances (well, nine if it was already fixed for Paavik and Shanthmark, not sure about that).
So it's not even important.
What can we do with it? Escape to neutral territory?
And, I agree with Gregori here, teleporting everywhere gets really boring. Leave the power cost alone, I disliked the change when it was introduced but now I like it the way it is.

Completely hijacked a moment but relevant to the convenience argument... When I was taking psychology classes one of my assignments was to do a poll of people I knew asking them one of 3 questions to guage human nature. The question I chose was
You are watching television and an infomercial comes on, disliking such things you reach for the remote to change the channel but find it missing. Do you?

1) This isn't Achaea.
2) Magical transport has always been central to this game, giving it a certain feel that I rather like. A major point of this game is that it takes place on many different planes, and I highly doubt someone is going to walk from one plane to another. So, from the very basic concept underlying the game, you have magical transport.

1) Nobody said this Achaea and that point does not invalidate the argument that reliance on transport skills decreases the value of the game by limiting your field of vision and what you actually know of Lusternia on the whole.
