The Inner Sea.
The bright sun shines down, blanketing you with its life-giving warmth. The
ocean swells and rises, sometimes cresting with white foam. Rife with seaweed
and plant life, the salty waters are crystal blue, a sparkling azure landscape
that stretches out as far as the eye can see. Though the waters are relatively
warm, a dangerous undertow can be felt lurking beneath the surface. The almost
hypnotic rise and fall of the ocean is broken only by the occasional seagull
cawing to its mates, or by the splash of a fish arcing out of the waters. A
dragon turtle rests here, an air of majesty on its features. An onyx throwing
dagger hovers in the air here.

Anyone else think this is lame? He's an enemy of the Kelpies. I think when you leave enemy territory, you should be avenger-free PK for several minutes to give pursuers a chance to chase.

Not necessarily to chase. What bothers me is that I can practically kill someone inside enemy territory, they flee, they die, they get suspect, they come back, I practically kill them, they flee, they die, they get vengeance, and even though I never turned PK careful off and never left the area I'm defending, avatars come chase me down.

Why? I see no reason to at all.. If you chased him out of your territory, mission accomplished, if he stays and you kill him, mission accomplished as well.

if you chase him out, fine, no more avenger-less PK. But:

* i believe you automatically have declared, so if you're not careful he's going to die and you'll get the Avenger blame;
* if he walks outside and you stay away but then he dies (eg bleeds to death) then you'll also get Avenger blame;

First one is controllable and the pursuers fault. The second isn't so much under their control (as much as "don't attack them at all" is a type of control..)

It does work like that - or at least, it does with planes, and I swore it did with enemy territory.

add in a "DEFEND (territory)" feature that is turned on when you attack someone when they are in enemy territory, so you yourself don't get vengeance/suspect for killing organisation enemies there.

I thought that you had a minute within which to chase outside of enemy territory before you would need to declare and deal with the Avenger?

Maybe I'm wrong on that, I'll need to check it out...

I think the problem is that it "declares" you instead of classing you as defending enemy territory, so when they die, it checks for anyone "declaring" recently and gives suspect/vengeance for said persons unless they are still in the enemy territory. However if it could be changed to "defend" something instead - which makes sense because you are defending that village or whatever they are enemied to - when it checks for who has "declared" then you will no longer be on that list.

Seems similar to my problem, if you are in enemy territory you should be fair game, and people defending shouldn't lose suspect/you gain suspect on them.

I think Avenger is mostly there for innocent souls who can't, or who refuse to fight back. If you are acting to defend yourself you do not need Avenger. I think that was the purpse of Avenger, not some strategic mechanism, but a way to protect true innocents.
