I thought the same thing when I first read that. I imagine that there were several mortal races that were wiped out during the Vernal Wars, and some that simply never found their way to the Basin of Life.

But he gets to choose what his race would look like. Bollikin probably wasn't some weird rabbit/fox/skunk/groundhog/wolf/every other animal thing but he was able to choose what his splintered race would be like. At least, that's how I interpreted it.
