I don't think either one would automatically side with Celest, since it isn't the Celest they were used to in the past. They would, of course, explore possibilities of such, perhaps with more vigour than otherwise, but they would obviously see that the Old Celestian Empire fell at some point after they were severed, and see how the current structure of power is in the Basin. With Magnagora/Serenwilde vieing for control, and Celest/Glomdoring helping out when and how they can. In the far future, when either/both of the cities return, we will find out. If they don't come out, maybe Estarra could like, give us all their chunks of the Great Lusternian Master Plan of Super Awesomeness so we could all see what glories we missed out on...

Before Ladantine and his army left for Celest, the council of Gaudiguch approved him and asked him to use his army to aide them in beating back Halifax. He refused and thus went on his way, betraying the council. I doubt they will be friendly with celest

The divine were not around at the time of the Holy Celestian Empire... which is why they needed Marylinth raised to Vernal to fight Kethuru's taint. No Divine fresh out of the Fulcrux would even know what happened during or before the Taint Wars... not even the Vernal Wars. Unless I'm sorely mistaken
