Yes. The only hints of Tully's accent will be "Ye" and "boyo". I won't use anything else since accents don't make sense when writing.

It definatly sounds interesting. One thing to try to get more entries is to ask everyone (well, everyone that won't kill Tully on sight) who's interested to contact you with requests of people to add. While Tully may not be around for too long, others have much longer memories and probably wouldn't mind if you interviewed them about themselves or someone from history long gone.
Of course, though, nothing OOC. Nothing from the forums, IMs, chat, Wiki, ext. I'm sure SOMEONE still alive can give you some good dirt on Guido, though.

Actually, don't put "ye" and "boyo" in there. I can't recall ever seeing dwarven writing with "ye" in it. Don't people with accents usually write normally? Like Daganev?

Well, first off Richter, he's writing in common, not dwarfish.
The only thing about ye and boyo is the former is an archaic version of "you", the latter is just his nickname for person, sort of like "fergetaboutit". Archaic terms can be used in literature--just open up a King James Bible or read some high school shakespeare. I always liked Elmister's writings Ed Greenwood would use, that was the "Ye" inspiration. I'll try to only pepper people with the boyo part though.
What I probably will do is write a score or more biographies, then have the tome submitted to Nok, then I will keep expanding it after it's been reviewed etc., assuming that's allowed. I want to make it something like the Elder Wars book where people start looking forward to updates, etc.
As far as OOC--I understand--although I did think the quotes thread could be explained as rumours some of the denziens hear and then tell you. Heck, somebody messaged me about "still gonna write that book", and I don't think I ever mentioned it in game.

And after a year, we don't have HELP FAMOUSPLAYERS?
I think what we need to do is have the admins send a short message to each person they think was heavilly influencial or popular over the last year, have that person message back a short description of what they think should be included, and then have the admins write what they think about that person from a historical point of view, taking into account the things the person said about themselves.
This would allow for a (somewhat/mostly) unbiased group to add people to this, and it would also allow a player to maybe get something critical to them, that the gods don't know about, in the helpfile.

It sounds like a good idea, although Tully would have to actually travel round the basin to meet more people he wants to put in it. You don't have to put too sensitive information in it, maybe focus on the personality and facts available to the public.
