Your right, this idea does not make much sense in a forest. Who wears civilized clothing with tophats in a forest anyway?
However in places like Celest, it might be appropriate for them to say that its illegal for people who are not in the military to walk around with weapons in their hands.
Although an alias would work for myself (despite the fact that it would be rather tiresome to remove my crowns and helms and armour and then need to put on various other random clothing), its unlikely to catch on to other people without some sort of command that allows you to switch from outfit 1 to outfit 2 in an instant.
It was this idea of switching outfits in an instant that I thought would be fun for guards at gateposts to "force" you to do as you walk by. Ofcourse if you teleport in or anything of that nature, then you would not be affected by the guards.

Actually, you hit on a much better idea here, in my opinion. Allow you to create "outfits," certain apparel that fits one outfit or another. Then you can use a command to change from one to the other, perhaps with a balance loss. Cuts down a lot on spam from an alias, though it still isn't necessary, and having it forced by guards also isn't required (especially as there are no official militaries).
But really, I think we're just stuck with aliases, the game storing 2-5- or 15 if you're one of those nutty tailors- outfits for each player is probably a bit much.
