I dont think it works like that, otherwise its kinda like circular logic if the soulless can devour elder gods and the soulless can devour other soulless then why cant elders devour other elders?? I think the logiv breaks down in the elder gods devouring soulless becouse they cant.

I thought the reason Kethuru couldn't be destroyed was because he's interwoven with some of the planes of existance like astral and earth and stuff and destroying him would collapse the universe (Fun!). Or is it just because he's really scary?

The average Vernal, I think, is quite a deal weaker than an Elder God. They simply had far more numbers than the Elders had. Seeing as how Avechna consists of the nine most powerful, and was capable of banishing Kethuru, I imagine he would be more than a match for an Elder God.
Also, when the first Soulless attacked they had not yet 'integrated' themselves within Lusternia. After spending so much time trapped, however, they sort of molded themselves to the environment sort of like a parasite, to the point where their destruction would kill their host as well.
I don't believe a Soulless can be killed, only have its essence scattered to be devoured and reabsorbed by another Soulless or to be reformed. Elders cannot be truly 'killed' either, I think, except when they are consumed by a Soulless.
