No, it had no effect on mobs. It's probably relative, you're a bit slower so they seem faster.

I have really noticed a difference with influencing. I am loosing many more ego battles than before, as the timing seems to be a little off. I used to be able to follow a certain rythmn, but now my balance seems much more spastic when trying to influence npc's.

I also have encountered a lot more 'Not so hasty!' messages as well. Merp.
