Not anymore I think. Plus GA's are not in the council. And even if she had been, you ask the city head.. that's somewhere in the covenant as well I think. You don't just go around and erect shrines.
EDIT: For the simple reason that every shrine in Celest is protected by Celest as well.. so it's bad manner to force that on us without asking

I didn't go around erecting (EDIT) Shrines without permission. When Joli says she wants a shrine on water. We who aren't in Celest assume that since Joli lives in Celest and is a high ranking member that she has gone through all the things to get it erected there.

1) It say that said Divine has tainted order members and since he is -not- a patron of Celest and has -no- affinity to Celest.. his order members might chose to use that shrine against Celest. Yeah he's a god of peace but IC I don't trust him regardless.
2) Should have cared since it's right at the Tide Lords which get killed way too often. Also should have cared since there's like only two places on water total that you can erect shrines on making the plane difficult to defend should it come down to it. (Unlike earth, it's covered in shrines *lesigh*).
And as much as I like Vesar when it comes down to erecting a shrine to a deity in Celest when that deity has -nothing- to do with Celest.. I think that should have run through more people than only the Aquas.
I'm pretty sure Rhysus had a word on the lisaeran shrine in the park.

You missing the point that a shrine there could be used to worldburn defenders. I also have the IC stance of asking Elcryon to order his order to remove it, and if he doesn't defile it ourselves.
and while I really love Vesar, he is only 1 member of the starcouncil, the council has 4 mortal members and 1 divine.
I wonder if you ever considered asking the divine council of Celest if they had any problem with it.

It was me who put that shrine there (at the moment I was GA of the aquamancers) and I am 100% sure I didn't ask Rhysus specially. More probably I would have asked the Celestines or Aquamancers GM or something like that, as Althana disliked strongly both Rhysus and Jerah. There's also a nice post on "why Lisaera is not an enemy of Celest" of the early days of the city, and no, nobody complained about teh propaganda
I am glad the shrine is still there, gave a nice look to the park, and Lis is probably more anti-taint than the best Celestian around
But no, Aesyra, there was not a lot of paperwork and everybody informed to get that shrine in place. And no, no shrines of Haja in Serenwilde, they don't fit with the environment
