Build its history first and foremost. Like a market analysis, write down the following to the questions below:
1. What purpose does it serve?
2. What makes this organization or city a profitable and beneficial entity?
3. Where does it fit in the scheme of mechanics and layout of the land?
4. What are its weaknesses thus far?
5. What are its strengths thus far?
Once you have those down, go IG and talk with the divine. You already know Lisaera and Hajamin both see Deepnight as something less than a blessing. So go to gods who smile on visionary work. Lacostian would be a good divine to approach. So would Isune or Raezon. Maybe even Fain, though didn't he say Deepnight was something kin to a brothel? Or was that another divine? I get them confused sometimes.
Anyways, approach the divine with your ideas, concerns, and hopes. See if they can help. It doesn't hurt to try.

Personally i use deepnight as a halfway point to go between cities.

It's pretty impressive though, and why i like Manses. Player owned land is more flexible, cheaper and customisable than any other MUD.

I've actually thought about this. Deepnight is mind-bogglingly cool; somebody is so rich that they have their own, personal city. But while the concept is great, I was always dissapointed at how uninteresting it managed to be. Here are some ideas, because I really want Deepnight to be a nice place. I empathize with it. If Deepnight succeeds, I will be happy. If Deepnight is consigned to a fate of eternal uninterest, then I will be sad.
Idea one is just good, and idea two and three are to get people out of the fulcrux and into the city.
1. Mall.
Make the central shop a million bajillion times bigger. You could charge a comission for people to sell goods in a shop that people from three cities/communes (it is three, right?) all go to (or they will if you do this).
2. The aforementioned parties idea.
Deepnight should be the hopping joint. Make sure there is plenty of alcohol, absinthe, and weed in your shop, of course. You could even have silly little quests you create take place here, scavenger hunts and the like.
3. Library/Gallery
Well, books are hard enough to come by, and everyone wants them for their own city, so besides maybe silly books of poetry (that I would be glad to contribute), having a nice library isn't much of an option. I know you have art in Deepnight, but maybe an organized gallery would be cool. Four rooms with pantings of the four nexuses, a room with paintings of different creatures in different areas... awesome. Going to be very difficult, but awesome.
I'm sure you can think of plenty of problems with these ideas, and I'm sure they won't be easy to pull off. I'm not telling you how to do this. It's your city, that's your job. Put that noggin of yours to work. But ideas, that's these.

I've seen people visiting Deepnight before. I've shopped there, explored there, and even slept in the comfy bed up above the tavern.
I rather regret sleeping in the bed, though... I've seen so many novices on Who with thirdeye in that same room... -shudder- Do the sheets get changed often?
