Why? You're choosing to raid. Those who raid are already taking risks in being there. The defenders though - they're the ones that have to pray. Hence Conglutination inside defending villages.

Make a note, though, that raids aren't all too common actions for the majority of the population. While that in itself isn't bad, giving a strong enough advantage to defense in the higher planes will further erode the locations where violent conflict will occur.
To put to another way, if you knew you would pray in a raid but your defenders can all Conglut and rush back in, how oftain would you raid?
Myself, I want non-prime conflict and lots of it. For it, I believe if, say, Celest attacks Nil, that Mag would rather think more about a counter raid than to utterly stop the attack.
