If I have an alt that has an artifact can I trade in the artifact for credits and transfer the credits to my main char?

Artifact credits are non-transferrable.

I'd like to propose a possibility of transferring artifact credits for neocredits at additional loss. (1/3? That would allow to trade in the artifact for lessons worth half the price. I think it's fair.)
