I'm getting the same problem, I've just bugged it, but I had no idea that I'd declared until it ran out.

I had it too.

I randomly declared some Seren.

And had somone novice too, who asked me why he declared me.
And i was sitting in forge, busy forging. I he was just hanging in Estelbar.

So it WASN'T just me who had this odd little problem. I was out hunting when I suddenly received a message that my intent to bear arms against Woord had worn off. Even asked Skein about it, was told not to worry about it. ::shrugs::
