Forcing them to snort it would be a shrubbable offence, as you're forcing them into enemy territory. Slipping them a spore to guards and then waiting for them to use it is more of a gray area (it's something I have thought of, but have no intention of ever actually using).

And it's a heck of a lot more cruel, as instead of congluting, you take a praying death in enemy territory.
