Well I'm not completely sure what kind of shield I want. I couldn't go too expensive with it if the prices are based anywhere near what they are in town.

I think you have a misunderstanding about how these shields come to be.
Shields come in exactly two qualities: kite shields and tower shields. Kite shields are generally cheaper, tower shields generally have better stats.
I'm sure you've noticed that there are more than two designs of shields out there. New designs are added by the forging trademasters (players in the game), but are all just different styles of kite shields or tower shields. Then, members of the forging cartels (still talking about actual players in the game) go and make the shields. They might have different costs because they use different "commodities" (because different materials go into each shield), and the relative price of the commodities rises and falls depending on market demand, but this material cost doesn't decide how good the shield is. The protection offered by a shield is fairly random, but tower shields will average higher than kite shields.
This isn't like your typical MUD or MMORPG where the good equipment is stuff dropped by strong critters. Nearly all equipment is player-made and there is no magic formula aside from time and patience for getting something very, very good.
Basically, if you aren't looking for a shield with extraordinary stats, you should go looking for a shield in game. Just ask over CT for help with that, and I'm sure you'll eventually find a friendly neighborhood paladin that took forging for his trade skill to get you one.

You are so right I am learning so much about shields through this discussion. I'm not sure what I want guess price range is the object. Do they really commonly run 999999 for a shield as thats what the shops seem to have them at?

No, that's when people want to keep them in the store and not have anyone else buy them. I think it's something to do with the fact that they don't decay if they're up for sale?
I bought mine at like 2-5k. (Which is a pretty wide range, but I can't remember, and it probably varies anyway.)

Steel ranges between 250-300+ gold per bar. Most Tower Shields use around 25-30 steel, if you don't take into the forger's cost or other comms, then you're looking at at least 7k-9k worth for steel alone. So if you got a Tower shield for 2k-3k, then you either got a kite shield or some forger just wanted to give away gold for free.

He said he bought his for 2-3k in reply to an inquiry about selling in a shop, if he provided the comms then the forger made some nice gold forging for a tower, which I very much doubted.
