well, the idea that i often pass as communism is actually a meritocracy. the more you produce/more you work for the country, the more you get in return. get rid of money and just make it a direct system. and then make it so that the more one produces for the country, the higher their governmental status, with an oligarchy of 7 at the top.(the system would change with the oligarchy, because otherwise the oligarchy would have to work as much as they did before and still monitor the country and that would be too much, but i'm not going to go into detail cause i'm going to bed now.) i just call it communism because noone seems to have heard of meritocracy and communism stalinist communism was rather similiar in some aspects(most of almost any form of government i can think of except some tribal systems, but there's so many different tribal systems that that doesn't really count)

The problem with getting rid of money is that it makes massive economic inefficiencies. Suppose that you are a baker and your bakery window is smashed by some punk kid vandel. Now suppose that the glassier either does not like bread or perhaps, due to the high cost of glass, would need 50 loaves of bread to pay for the glass. Porblem is law of diminishing returns says he's not going to want 50 loaves of bread, especially if his pantry is already full and there is a risk of spoilage. Money always forms sponteneously to compensate for these inefficiencies, even if the government does not issue currency, which makes it impossible to eliminate. For example, in WW-II I believe that cigarettes were used as currency during the days of German Mark hyper-inflation. And in ancient Rome, soldiers used salt as currency (which is why "salary" and "salt" have the same root words) even though official government money was coined in copper. Money is sort of like a half-finished transaction. If the baker pays the glassier in money, the baker has received his end of the transaction, but until the glassier has spent the money, he actually has not received anything. But it allolws a 3rd party to fulfill the baker's end of the bargain by delivering something to the glassier when the baker was unable to do so himself.
The meritocracy you describe sounds to me like the antithesis of communism if you go by pure Marxism. All strains of communism are intended to get rid of financial inequalities. Central government control and ownership of everything is not the definition of communism. Monarchy also has such central government control and ownership, but it is most definitely not communism. What you describes sounds like a mix of capitalism and fascism. (Fascism is a loaded word, so I must clarify. By "fascism" I simply mean a strong and powerful government, which would probably describe most governments in the world. I do not mean to connotate how the government uses its strength and power: for good or ill.) Capitalism tends towards meritocracy in the long run based on the value society places on what one produces, but the variant you describe sounds like one that is government enforced, which is in contrast to the traditional views of capitalists, which is a decentralized lassez faire system. (Most advocates of capitalism would probably say your government-saturated meritocracy is not actually capitalism. It sort of depends on one's definition, similar to the argument on whether or not Hitler's national socialism counts as socialism.)
Stalinism was far from egalitarian, but it also was far from meritocracy. It was more like monarchy IMO, where those who were favoured by the ruling class got the advancement, regardless of their worth. Basically a government enforced aristocracy. I'm reading a book called "We the Living" that takes place right after the Soviet revolution by someone who personally lived through it. She has scenes where your rights to ownership, the rulings of the court, and the taxes/rents you paid were based not only on your membership to favoured guilds and party organizations, but even on who your parents were (ie-were you born of private traders or peasants, the latter being favoured). So it even copied the Czar's birth-right nature of aristocracy. But in general the reward did not appear to be related to how much your produced but rather mostly based on whose behind you kissed or how unsuccessful you were.
