Actually I picture city-people with a British accent (The Magnagorans are more Cockney-ish) while Commune people have an Irish accent. Since Verithrax is originally from a city, he's allowed a British accent. Although Arix did spend five minutes in Serenwilde.
i think that i imagine the celestians with spanish accents, kindof, most of the time.
some of the glomdoringingers and magnagoran people i picture with the thick maine accents, and the serenwilde people with non-descript but ussually kindof high pitched voices due to their small race size and treehugeryness.

Spanish accent? I always thought that most Celestians would have a nice cultured English or slightly French accent.
Besides that point, she's not English or even an actress but I always imagined Emilynn having a voice similar to the Japanese singer Akino Arai.

Here's how I picture most of the accents:
Serenwilder: Irish
Celestian: Modern UK english.
Magnagoran: Less cultured, cockney-ish English
Glomdorite: Scottish
Stewartsville: Really comically strong British, like Victorian-era people. Nobody speaks like that anymore.
Delport: French.
Dairuchi and Gaudiguch: Australian.
Hallifax: New England accent.
Mining villages: Broken cockney-like accent.
Ackleberry: Rural sort of Irish, kind of like a stereotypical Clive Barker groundskeeper that either dies early on or is the only local to survive until the end of the novel.
Paavik: Eastern european accent.
Angkrag and Magnagoran noble houses:British english, but not as ancient as Stewartsville. Think upper class pre-WWII
Acknor: British, but distorted and ugly because the orcs are stupid.

I don't know why, but that kind of accent that the call-center guys have - the good ones, who can actually speak English - have always made me think 'Glomdoring'.
If you don't know what a minnesotan accent is...I can't really help you. It's hard to describe with the written word.
