I only being playing for a couple of days as a Ur'Guard but I seem to be having problem getting information seeing as the official site is bareboned and there do not seem to be a lot of player made sites.
(1) where can I find the weapon and armour shop in the starting Ur'Guard city.
(2) Where do I go after the fink become too easy.
(3) Any higher lvl Ur'Guard got some level advice for a newbie? Like what skills are good to learn and what to avoid?
(4) Where is a good place to meet other Ur'Guard

Hmm, well the shops district is to the north of the Megalith. But IRE games are different from many MMO's in that everything you buy and use is created by players in one way or another. Your best bet is to try and find a forger who can craft you want you want.
You're only allowed in the Newton Caverns until level 21, so I'd recommend you stay there. Try exploring Lolliprin and the top of Smoke Mountain.
I'm not in the Ur'Guard but I'm sure they'd recommend you put a lot of lessons into Knighthood for now, and probably some in rituals too. I'd also recommend puting some lessons into planar so you can get teleport (easily doable before reaching level 21).
GNT is the novice channel for all guilds, if you just type GNT you should be able to get a response for your questions. Just be aware that Magnagora tends to be in conflict quite often, so you may not always receive and answer right away.

Usually, when a person enters Lusternia for the first time, the best place to start off is to get in contact with you guild. Of course, some novices fall through the cracks and aren't immediately noticed. To them, I say to do two things:
Read HELP GUILDNOVICES (guildname). It's the starting file of the guild and is targetted in getting you started, usually guiding you to other texts as well.
Secondly, speak on GNT, as Serrin wrote about earlier, to try to get the guild's attention. I know the Ur'Guard is very set towards taking you up 1 on 1 and getting you started (I know because I'm making it that way, by force if I have to ). If you can't get anyone: GUILDNOVICES and the texts it refers to will help get you started, but still.. find some one who'll actually get you acquainted asap.

Use the weapons the ur'guard provide for novices (see directions in one of the scrolls referenced in HELP GUILDNOVICE UR'GUARD).
I advise against buying your own armour and weapons right now, save your money till after novicehood so you can afford something somewhat decent.
Regarding hunting, stick to Newton Caverns as a newbie, easy hunting, good quests, good gold. Once the newton finks and gnomes are too easy, help finks or gnomes fix their portals so you can enter Lolliprin, where there's stronger prey, better gold and tougher quests.

1) Ur'Guard Armoury is the guild shop but as a novice, someone should have given you some weapons to get you started already. If that is not the case, much flogging to the Undersecretaries is on the way. As for armor, as David said, it is best to save up your money until you can afford better armors.
2) If you no longer have access to Newton caverns, try to reach Toronada Tidal Flats(sp?). I personally have no idea how to go there since I haven't stepped one foot in that place, so I suggest using the maps on the website (should be fixed by now) to avoid getting lost.

Thanks for the advice. I already got greet and some good advice from Ildaud (sp) when I went to the guild the first time so I'm good for now. Just trying to figure out whether I should be leaving the Newton Caverns since the Finks and the gnomes seem to die if I just frown at them.

Stay there and live it up as long as you can just in recognition of all the suffering that previous generations of warriors had whilst trying to kill finks...
