It's a scam as far as IRE's policies go (from what I have seen) however it's not identity theft, you may consider it in your own definition of identity theft sure, but I do not consider it from my definition of it (which I keep in the same lines as that of the law, mainly because I need it for my profession)...
So now that you've narrowed the use of the term 'identity theft' so that it can only be applied in a legal context, what new term have you invented for us to describe what has happened?

Umm isn't idenfity theft a legal concept to begin with? I mean you can't in actuallity steal a person's identity.

Fraud, scam.
And unfortunatly for you the legal context of this term is also taken in several dictionaries. Making it a non-legal description.

How about we all make or log on our Achaea characters and get her to speak with us. Then issue when she says she's Ialie from Lusternia! 'Course, the issue system there is rather messed up from what I've heard.

Course you can! Remember that bit in Huckleberry Finn where the two conmen pretend to be the dead man's relatives?

From the Oxford English Dictionary (draft edition 2005)
identity theft: the dishonest acquisition of personal information in order to perpetrate fraud...
... as they say in bad legal tv programmes.. "I rest my case".

Signed.
The whole situation here is pretty shady, I hope it works out for the best, Ialie.

Ialie on Achaea claimed to be Ialie on Lusternia to me, and asked me for credits.
