So. I will start. Again.
It seems a shame to me that such a good system has been ignored for such a long time. Since the first auctions we had, this system has been entirely ignored. I, for one, don't really think this should go to waste. It's an excellent concept, and one that could be jiffied to be so much more common and used. At the moment, only Gods are able to start and edit auctions. However, I think if we let players initiate auctions we'd be seeing a lot more of the system, and putting it back into good use. However, a few things would need to be kept in mind. (I've forgotten something which I had mentioned here before. Hopefully I'll remember it, and put it in here.) Auction items are to be a taken to a non-decay spot.
However, if we just gave players free-run at the auction system it could very easily be abused. I suggest that one, some, or all of the following could be implemented as restrictions:
A - 'AUCTION' display is changed to show the decay time left on each item. This will stop people selling awesome items for large sums of gold/credits which decays the next day.
B - Auctions will have a length between 1 month, and 1 year. This will stop auctions being used to transfer goods unfairly between two players based on OOC arrangement. It will also stop items being stored in a non-decay spot for an extensive period of time.
C - Auctions can be given a reserve amount. If this reserve is not met, the item will not be sold. Not only this, the item will be destroyed. This will stop items being stored in auction for use at a later date, with reserves so high they'll never be bought. Instant, free, long, safe storage. Nuh-uh. Not happening, matey.
D - 'AUCTION INFO' will show the weaponprobe status if the item up for grabs has stats that are shown with it. This will stop items being made out to be better than they are.
E - There will be a minimum starting bid of ~10,000 gold/5 credits. This will dissuade people from cheaply transferring goods between characters/OOC friends. Such could also be monitered.
I feel, if these things were added, we'd see a lot more activity out of a currently stale system. Which would be good.
Another addition, though! Oh aye, not stopping there! Artifacts could be put up for auction. Now, don't boo and hiss straight away! Consider, first. First though to come to mind might be: "Bad for business. Not happening." Perhaps so, but not the way I view it. If, on auctions which dealt with artifacts, 10% commission was given to Estarra, then I feel it'd be an added bonus to the company. Say, of the 100% of credits used to purchase the item, 10% to Estarra, 90% to the seller. Some might see that as a loss to Estarra. Estarra get's 10% of the artifacts sale price, whereas if a new one was bought she'd get it all. However, with the auction method there is not another new artifact in the realm. She is instead getting a number of new credits from the same artifact. This means if personA sold an artifact to personB, only one would have it. If both personA and personB wanted the artifact, personA would have to buy the artifact again at full price.
I imagine commands be as follows:
AUCTION CREATE - Simply creates the auction with an assigned identity number.
AUCTION ITEM - - Sets the item being offered in the auction.
AUCTION SET - Sets whether the auction is in gold, or in credits.
AUCTION RESERVE - Sets the reserve of the auction, in gold/credits.
AUCTION DESCRIBE - Sets a brief description of the item.
AUCTION START - Sets the starting price of the auction.
AUCTION LENGTH MONTHS - Sets how long the auction will last.
AUCTION INITIATE - Begins the auction. It may not be edited atall after this.

Your reasoning for the artifact auction doesn't make sense. If you were going to be able to sell it, you'd be able to give it. They expect you to buy your own artifacts.

I like it all but the artifacts. But what all would be auctioned besides uber-prenerf-weapons, armor, and maybe robes?

Large groups of herbs, stolen items, i mean, since you wouldn't actually know who bid on it, you wouldn't know who now has the item.

Why would I want to set a reserve amount? If I'm about to lose the item anyway, it's better to get anything than nothing at all for it.

I don't know what the point of storing an artifact would be anyway, it's not like they decay.
