Artifact shops are right there in game and have prices in credits though.

credits are IC because you can buy them from IC gold and you can buy artifacts with them, and artifacts are also IC.
Not all actions are forceable IC, one could ICly assume credits can't be stolen as they are a currency created by the divinities and are embedded into your Akashic records or essence or something, where gold is a currency made by mortals.

The level of grief is equivalent. If they were both IC objects, wouldn't it make sense that there is -some- way they can be stolen?
Suspend your disbelief, nothings perfect in a game. we use credits as ic currency to buy arties so we can use them ic to trade with other players. Sure the reason why you cant steal credits is an ooc one for the sheer fact that you get your big credit purchase stolen your going to be crushed and probally quit right away.
