I'm still not sure why these things are not handled by the exact same code. ' and SAY should behave the exact same way, and I can't think of any reason they don't that isn't actually more code to put in differentiating them.

My theory is that originally in Achaea they only had SAY but then ' got added in with a whole other bit of code.

I find it faster to type SAY then remember ' and hit enter accidentally half the time.
