Not fully, but close enough.
I just tested it with Aerenna's help, it took me from critical to negligible in one 5 second eq(my unmodified elfen eq). It was curing around 5000-5100 each time, where as a health application is only around 800-900.
Oh, and it takes ego to deepheal, so you'd run out of ego quite fast if you were using it alone to keep from getting your wounding, unless you were sipping bromide as well.
to deepheal 75(trifling) wounds I used 139 ego
to deepheal 5097(critical) wounds I used 483 ego
There seems to be a base ego used to deepheal anything, and then an additional amount based on wounding cured.

No, that would be overpowered, healing is kept in check because it takes up eq/balance and has heavy costs, and has a good chance to randomly kill yourself or burn out, whereas healing with potions/herbs takes it's own balance, and has no such risks.
Even with just farheal, not trans you have a VERY good chance of killing yourself if you try to heal another’s health. Asmodea I think, had healing awhile back, transed, and used to kill herself all the time with just one cast, it's not a fun thing.

For some reason I think it is slightly randomized, I've only got adept healing, but i've healed diamante when he was hurt and not gotten much damage (even when he had almost 10k health, and then turned around and healed someone with around 4k and taken a third of my health to do it.
From the AB files it seems to say that it heals a percentage of the targets health though. Which would mean that the bigger their HP(warriors with surge) and the more hurt they are, the more you're likely to heal, with trans healing up to 33% of THEIR health. If I would heal someone with 10k health and was transed I'd take 3,300 damage. Which would kill little old me.

So... instead of using a potion balance on applying, you deepheal and sip bromide, thus effectively 'completely' curing the limb with one elixir balance use?
The downside being that you can't sip health... but if you were applying it, you wouldn't be able to sip anyways.

There is also the large eq loss.
Not as much as would be needed to get that much wounds on you, but the same can be said for other skills, where the cure is faster then the afflictions.
