Hmm, well I can't find the post that I was refreing to at all.. Its was a very long post about being upset about mentioning timelines and appologizing about it, in refrence to the envoys.. and I can't find any post like that... however, if you can find that post where she says she is sorry about making timelines and its a long post, its in that one.

THANK YOU! .. My searching skills stink on these forums.. anyways, the bold part is what I was refering to. I do believe that post was made -after- the changes to government style... i.e. March 20th, and the change to villages was announced on the website on March 5th.

That could just mean theyre changing the effects of each Government Style, to make it so the City States and Communes want to try something else then the one theyre all pretty much in now.
