If it was REALLY FREAKING HUGE, then it would hit other people in the room with them (see: Hailstorm). And there's no indication it's any larger than an in-room Moonburst. It just goes a longer distance.

So... now if you were hunting in a place you're enemied to, and you're jumped, but you die outside the area that considers you an enemy, the jumper gets a free kill? Or does that just apply to cities?

No, if you are enemied to Celest for example, enter Celest, and Celestians fight you, even if you run out of the city and die there, it's still counted as a death in enemy territory.
If however you are enemied to the Aslaran, enter their camp, and THEN Celestians attack you (who are obviously not Aslaran tribesmen), if you die you do get suspect-- they were not defending their territory.
I think this is what this means.

That's how it should work, yes.
The one most important thing that seems missing is that all those areas still enemy you and you can still be jumped there by people who have no reason to care, bypassing Avechna altogether.
Other than that, great changes.

Even though I don't get involved in pvp anymore, I remember all those retarded times that raiders would call Avechna on defenders, so much appreciation for this change!

Me either. But this is the intersection of two issues, one of which they fixed.
1. Old situation: you can be ganked for bashing tosha monks even though no one cares about tosha monks.

I'm not sure how much I like the new thing. It basically turned around the auto-declare. If you get jumped bashing monks, the fight continues outside of enemy territory, and you kill the person who jumped you, Avechna scolds you.

I hope that is what it means. I wouldn't want to escape from an attack in Undervault... get to a safe zone and die from bleeding and lose 15% exp for dying in enemy territory.

You need to apply, use sparkles, and healing scroll. And stance/parry. Get that and it will be much easier.
That said, I am going to go and see if I can get that kind of damage on anyone else with robes, since I don't normally.

Heavily edited. All that was done, my auto parry just parried head for some reason. Other than that, everything went exactly like it should have
