Uhh... are you sure it's a bug? That's the way it's always worked, through many forum post complaints, and this is the first time it's ever been called a bug.
That just seems to be how they're intended to work.

- There is a new hard cap of a 15% damage boost
- Psychometabolism Mindfield will also cause a backlash for psychic
damage (unless the other person also has mindfield active)
- It will no longer be possible to resurrect/immolate/etc someone in
mid-Lich/DarkRebirth/Transmigrate sequence
- Influence CharismaticAura:
- Only has a percent chance to block disloyalty
- Increases the damage of your non-city influence attacks
- Discernment Powermask has a % chance to block power draining skills
and poisons
- Gloves of Harvesting will halve planting equilibrium costs
Misc bugfixes:
- You can now defoliate those pesky shrubs from your lust, ally, and
enemy lists. REJECT SHRUB, UNALLY SHRUB, or UNENEMY SHRUB will
each remove a single shrub. Repeat as necessary.
- Shrubs will no longer be listed on the list of BIRTHDAYS.
- Projects in guilds, cities, communes, and orders will not be deleted
when their owner leaves the organization; they'll just be set to
have no owner, so organization leaders can reassign them.
- Great Runes of Unlocked Potential should show on ARTIFACT LIST.

I don't see the point of the powermask change, honestly, unless the % chance is really high.
I also don't see the point of the lich/darkrebirth change, particularly since the only problem in that area was people abusively offering each other while liching and losing no experience.

I think it was mainly about concerns with transmigration + resurgem. If they flip and rezz you, well, there goes your exp!

I don't think this changes that at all (though adding an exp loss will). It just stops me from grabbing Druken's corpse and immolating it, which ruins his bond anyways and causes more loss.

Actually, Balitard did this to me the other day, exactly. Immolated me in the process of darkrebirth, and I actually lost xp.
