It would depend on how the wings are shaped and the weight of the being they're flapping around. True. They'd have to kind of flap, fall a foot when their wings get back up, flap, fall a foot while their wings get back up etc etc. But Faeling could kind of hover in the air with their insectoid wings like ... well, an insect.

Though it might be unfair against aquamancers to give trills and faelings racial "hovering" due to waterwalking being a stripable defense and the ability to dismount your opponent.
Umn... perhaps giving a racial ability "Hover"? at a cost of endurance you can float a few feet off the ground perhaps protecting you from certain abilities and allowing you to float above water. Any ability that would knock you prone disables this and you will have to activate it again.
That's exactly what I meant.
A racial ability of hover would kind of make waterwalk redundant. And the winged races have what's more or less the bast racial ability of the lot. Though I hate to say it, do they really need another advantage?

Flying is the best racial ability? Umn... huh? Waterwalking would still be a benefit to all races, even those with hover because waterwalking would have to be stripped where as... de-hovering someone would be quite easy, seriously you would knock them prone... most people would use web and vines already, plus sleeping... maybe not loosing a leg but you get the idea.
Also I remember arguing this before but flight isn't the most restricted of abilities, Two races, Six of the twelve guilds (well someone said the Ebonguard can choose it if they want but i thought it was a druidry thing) get it after specialisation, and everyone has the ability to learn to ride flying mounts.

Anyone who does SKILLCHOICE SELECT CROW (learning the first skill automatically when they select it) can fly. This means Ebonguard and Blacktalon have the choice to learn it.
