First off, the suggestions I made, reflect the actual, tangeable RP of Glomdoring. Nobody in Glomdoring actively tries to spread the commune. So ingame, its allready changed.
Whats wrong with the old text is that it is misleading to new players.
As for the old text of 12.3.3, thats from before Glomdoring was even a commune.

There is enough confusion with the Histories and GLomdoring since Viravain hates Rowena, and Rowena does nothing but spit and talk about being pregnant. Avaer, apparently you are missing something called Reality.
In Glomdoring, we never talk about expanding the forest. Sure glomdoring has been involved in influencing, but it has never been a push or a goal. When it comes up, people do it, but its rarely prepaird for, or talked about. Nobody tries to go to the other villages and weaken them before an influence session. Glomdoring cares about itsself only.
Infact, almost every time that during influencing someone has attacked Glomdoring, the responce has been Defend glomdoring, and who cares about the stupid village.
My point, is that from the begining of GLomdoring, the actual RP and actions of the commune, have never reflected the Help scrolls, and the Skills of glomdoring do not reflect the help scrolls. Since the responce was that for RP reasons Glomdoring is the way it is, then it should reflect its RP nature, and not focus on the combat nature, which is not there.
My suggestion to the HELP file was to -reflect- the reality, that we care more about your RP and being good to Viravain, and showing the Spirits Respect and follow thier teachings, then they do about gaining villages or showing any sign of military might.

What is so wrong with changing a Help File, instead of Recoding and redesinging Complete skillsets?
I would think thats a much better option. Change a few words in a help file, or spend weaks and months redesigning and retuning new skills.
I have a feeling that if we added that line in the help file, we would atract more people who actually fit the RP of the commune rather than people who come in and say "ooh I can be ebil, kill everything AND have access to Alchemy! WOOT" And then complain when they get in trouble for killing novices.

Here is the Short answer: Yes it can, but I imagine you would need to contact your divine Patron about it just like any other similar changes in your nation would entail.

Part of Glomdoring's RP is that if they have fears or inadequecies they just choose not to remember them(so changing the help file in that way would just be wrong). Talk to the aspects of crow with an alt if you have the chance, it's a very interesting experiance.

You act as if Glom had a choice to become introverted. It didn't. Narsrim&Co have hounded them from before the beginning, so they've never had the chance to get on their feet in terms of military might. Fighters don't stick around, because in the start, the fighters wanted to make Glomdoring their own private army, so a lot of combatants of the established variety came and went.
Its a fact that Glomdoring is now completely introverted and self-obsessed. They don't care about the outside world--they may have the weakest military, but they have, by far, the strongest culture.

I never thought of "Nothing Matters But Glomdoring" as meaning that the forest should be contained, or that it implied the other organizations and territories should be respected and welcomed. I understood why at the beginning of its inception the focus was very much on building a solid foundation from which to later build, but I never took Viravain's words to mean that Glomdoring would never seriously try to influence a village, or take Faethorn.
To say that the skills and RP are against I feel is wrong.
Forestcast infest seems to me to have little if any usefulness in Glomdoring itself.
Crow cloaks seem to me to be for the purpose of spreading Glomdoring's influence beyond its own borders, including the undead.
Night Penumbra seems to me to be entirely used for the benefit of outsiders, even if it is merely vanity I'm not sure why it would be given as a gift from the great spirit if it were not expected to be used for influencing outsiders.
I've had a long-term character in Glomdoring, and because I chose to view the Fae as weak, and drop the charade that we were as 'helpful' and 'caring' as Serenwilde (unless talking to them), my own RP was very much different to the accepted norm, yes. I really enjoyed the RP of Glomdoring itself, and the various possibilities for interpreting the 'mission', if you like. But I don't think it needs to be officially changed at all.
While I may have overreacted about this minor alteration, my concern is that while it may be a choice of the current government to ignore the outside world entirely, it is not something that needs to stay that way forever. Viewing everything outside Glomdoring as inferior (as I tried to do) does NOT necessarily mean you leave it alone to do whatever it likes, and hole up in a cocoon. If nothing matters but Glomdoring, why shouldn't Glomdoring take its place?
The other problem is that I'm worried the commune will continue to stagnate if there is no drive, or reason for its existence. While Serenwilde can say it protects the Fae and the health of the wilderness, and the two cities have each other to bounce off, I'm not sure if Glomdoring has enough purpose without caring about anything beyond its borders. Maybe it does, or will develop something, but interesting RP between its own members isn't really an inspiring goal to me. It's an excellent environment in which to play, but I don't know if that's enough.
Maybe I'm reading too much into this, but I know Daganev has made a lot of arguments about how the game is coded to preclude interacting with the outside world, and how it forces a certain path of RP. I vehemently disagree with this, and I think it is a dangerous path to take.

By the way, I'd also dispute this. I think there are quite a few very intelligent people in Magnagora that have put forth compelling arguments and engaged in very clever debates on behalf of the city. Its also been my experience (as an outsider) that Magnagora is very ready to engage in bargaining and diplomacy if it suits them, individually or as an organization.
I don't think its fair to say they have only militaristic RP.
