Shouts that are insults towards a person should teleport you to that person (and possibly strip your defences and/or leave you stunned)
Shouts that are insults to an org should teleport you into that org somewhere where there are lots of guards.
Just a suggestion to stop all the stupid childish shouts we always get whenever anything remotely happens.

I'm more a fan of shouts taking a randomized amount of endurance - between 1/3 and 2/3 of your maximum. Try to shout with too little endurance left and...

Meh, I just started this thread out of annoyance at all the stupid shouts that go on.
The easiest solution, (and actually a serious one), if one sees them as a problem, is to make shouts cost experience instead of endurance.

Minimum level reqs for shouting already exist Up them a bit to something more reasonable.
EDIT: And if it is a fixed amount of experience, you don't have that problem. Make it 1% of level 85 or so. That would take a level 20 down to level 1, wouldn't it? Give a nice warning/confirm first that tells you how far down in experience the shout will take you.

How about this.
Each shout takes randomly between 1/3 and 2/3 of your endurance.
If you don't have enough endurance, it takes the remainder out of your health.
And because most people have much more endurance than health...

I still say between Thul's ghost plague, virtue of Lady Terentia, and the threat to turn shouting offenders into cows works just as well as an exploded chest cavity. After all, what's a big hole where your heart should be when you could instead be turned into meat to feed the rats and weevils?

I'm a low con race so shouting for me is very limited, but I guess warriors can shout a lot more.
It does usually slow down though, and people are often chided by their nation or even by gods, if it's something really stupid.
