Very strange...

I made a whole alias thingy for chanigng my clohes when doing charity vs when empowering.

I have found a huge difference.. as in when I forget to remove my clothing, (mainly my frogges) I tend to be unable to get charity at all and have to divert.

perhaps you are bugged or your not testing enough differences.

Named mobs are I find tend to be unique in what works with them regardless of what thier analyze says.

I think clothing prestige needs a revamp. Ideally, influencing at 'you look common' should be like fighting with no armour, and doing it naked should be worse; 'you look like royalty' should be as good as full plate and as hard to get (IE, only tailors can have it). I also think that the low prestige bonus to begging is a Bad Thing for as long as it's impossible to get low prestige clothing.

You can get rags. They're just, ironically, a bitch to do, because you have to mend them to tatters.

The way of getting rags is dumb. Why? Rags are more expensive and rare than decent clothing, and that's just dumb.

For my tests, having rags didn't seem to help. I had a lot of rags too. Same amount of hits as with regular nondescript.

Yep. Yes, mending something over and over will eventually turn it into rags. But I can do the same thing with a pair of brand new jeans in under 10 minutes.
