Actually, it's not. It IS a nice addition, but transing magic is like a reduction of what, 30%? 50%? And seeing that most mobs in the catas and on astral have at least a part magicdamage, it's more useful than that rune. But the rune is nice too.

I believe it does...Murphy has logs of shieldsmashing with a symbol (which I assume is runed).
