Although the short route would have to have bad sides... very minor of course... ah ha! It drains your willpower like Dreamweaving until you run out and get launched back out of your nexus. It gives mid levels a chance to explore, without being able to avoid buying Aetherships.
And no drinking vials when in the bubble taking a shortcut. Just to make sure it stays limited.

Commodities are always in short supply. There would be a demand as long as it wasn't '1,000,000 power for a one-mine colony near Dramube'.

I was thinking ... maybe 150, 000 per advancement of colony:
pay for the bubble
base village (a few homes, maybe a shop)
beginnings of (choice resource collection area) slow collection
expansion of village, more workers (speeds up a little, still low max havesting)
expand resource (more reasouce, max cap inproved, same rate of collection)
Village Complete (a shop, general store (starts empty), a workshop for (desired trade).) Faster Collection
Resource Full (The reasource takes up lots of room in bubble. Bringing max cap on reasources to a actual Basin reasource level)

I was thinking more you start of with a chaotic barely formed bubble which was crafted by the minister of Aether Colonies(or whatev)
*beware this is overly complicated and most likely never implemented*
It is then given one of a handful of options for what shape it should form, each shape would have many different possible options and aetherspace can only handle one of each(i.e a single zone that is assigned to the dock in aetherspace).
After roughly a year or more the colony would be formed. All the ground work is there but thats it. It might be a network of caverns, A broad forest, etc.
The next stage would be colonisation, this is where people start being transported to the aetherbubble and the actual homes become created. Perhaps there could be some quests which decide who go to the bubble (i.e go to a village and do a quest to attract a family of that race). Once you've got all the families it will take a while for their homes to be constructed.
When those homes are constructed they would start producing the primary commodity for that bubble in small quantities with the posibility.
Eventually the minister could decide to channel the resources required to improve the village. A portal could be built which could allow instant transport to and from the controlling orgs home, some equipment to improve production of the prime resource, some equipment to allow them to produce another type of commodity (i.e chop down an area of the forest and build a farm, but it's useless unless you had the foresight to get a farming family)
Slowly you could improve various aspects until the colony is complete.
Now I really don't like the idea of it being easy for the commodities to be brought home so again, the colony should only stockpile everything, as such an org can hurt another org by raiding it's colonies stockpiles (which an org could only be alerted to if they invested in a communication device to warn org members of attacks)
Also cause I'm EVIL! I'd say that production should be lessened every time a person dies in the bubble, the explanation being that they are restored to life on prime and you have to do a small quest to send them back to the colony (going to a not where they are supposed to be vibe)
Yeah, I came up with something similar for a game idea I had (cept think of a solar system, the bubbles would generate outside and then move gradually towards the center where they would be destroyed) you would take control of a bubble, do some shaping then you would have some control points which you could use to modify the output of the bubble. Build yourself a castle to store your treasures in, build a small village to house some... villagers then build them a few commodity producers, or use the space to build defenses against people trying to steal your claim

I agree with everything Saran but the last bit, the supplies should be carried in atherholds in ships, to involve the aetherspace more

I prefer the idea of outer-basin colonization, though in time both could operate. Would be more interesting, I think, discovering the ruins of ancient civilizations and perhaps even some sealed soulless.

I could see both working. Either or both have serious potential.
If it is an aetherspace, aye, you'd need some kind of aethership involved in bringing it back. There could be a DOCK TRANSFER TO command from the warehouse. But I wouldn't want it to be a big, expensive hold. Something affordable - maybe 50,000 gold - at most, and preferably a free part of an aethership. Then you could EMPATH TRANSFER TO when at your home dock.

I'd also think that the pilot would have to have clearance from the appropriate minister otherwise it would be an attempt to steal the comodities

I've already given a way for mid-levels to get there, and low levels. The Aetherships would be MASS carrying (meaning you pick up thosands of self havesting Comms, instead of the way mid-levels will be slowly harvesting on foot.

No, if it's in Aetherspace, you need an Aethership. Period. Organizations can buy their own, if lowbie access is an issue.
