Tarot = Utility. Sure, Aeon with enigma and jester was always good fun, but it's very expensive.
Hexes = AFflictions. That's it. You can do some seriously nasty things to people with hexes, especially as a mugwump. If I remember, it took something like.. 2 seconds to draw a pair of hexes and doublewhammy them. Test them both and find out for yourself, and keep in mind tarot is fairly serious investment in terms of palettes.
