I think we need a bit more input from Estarra about what the actual purpose of dross is. Is it so newbies can have a bit of power without us having to block them in case they happen to draw a ton of power without anyone noticing, maliciously or otherwise? Or is it because powerblocking was too harsh, whoever it was used on.
There are times when I'd rather powerblock someone as a punishment, because otherwise I'd probably ostracise (assuming I had the authority to do either at the moment). With dross, powerblocking is only a punishment to active, decent fighters, which is a smaller subset of the population than you'd think, and especially of the population that needs punished now and then.

Wasn't the point of Dross power to not be blocked... and we are already talking about blocking it again?

People have serious control issues, heh. There's a very good reason that the original guild format of Achaea flopped so spectacularly.

Daganev pretty much had the whole of it in his posts. Dross is meant not to be blockable. If you want to "punish" citizens or commune members, you still can city disfavour.
