I'm going to assume the part about the first ten is poking fun at people who don't know the Bill of Rights, but when you mention the Constitution, you also include all the amendments, since they're part of it now. That includes the Bill of Rights. It's not a seperate document. It's just the first ten amendments. It may as well be part of the original thing, as fast as they added them.
