If you force there to be no unlucky streaks, it's not at all random. If you kept the same chances, and then had it so you could never be webbed back to back, that's like there only being a 12.5% chance to web you. I think, I'm not actually going to do the math.

Perhaps if the timer was doubled and so was the chance to entangle? (And stun, presumably).

I don't think the discretionary powers need to be uber-frequent, a lot still has to rest on the defenders.

The last "fix" to unlucky streaks is still being tweaked. I wouldn't ask for that just yet.
