I'd go with urban outdoors, or maybe just urban. Roads only is pretty limited.

That's pretty limited too. It only adds village and cities. People rarely spend time in the villages, and cities aren't that big. Granted it would probably start to see some use, but it's still quite limited.

Being able to move to any other urban area from another, without power, would be pretty potent. Especially during revolts. Obviously there needs to be restriction for entry into and out of enemy territories. But, how is that still too limited?
Aren't hives and the prison also urban? What about the Observatory? Presidio? I'm sure you're unstating how widespread urban is.

Making via a no-power teleport is a no go, hence I thought you meant for it to have a local factor so it'd be more similar to moonbeam. In which case urban areas are rarely ones you need to moonbeam between anyway.
