You either ask them to open port 23 to lusternia.com if your use would be considered legitimate (i.e. uni's don't mind opening ports for specific reasons) or you have a friend set up a proxy on a port you can access (80 since you can read the website) and then instead of connecting to lusternia you connect to his machine on port 80 and it will forward you to lusternia on port 23.

Yeah, my school doesn't like port 2003 either, it seems. Gonna try to do the "route it through prot 80" thing.
