It does, doesn't it? I'm 95.9% sure it does... Maybe 94.9%... I know that in the Aquamancers ghelp files there's a warning about how summoning people to guards to kill them will get you killed cause the guards will turn on you.

I'm torn over whether to view this as a minor abuse of power, or as a perk security gets to help them do their job. I'm leaning towards the latter.
