Resisting empress is more common than you think. I've had Shorlen resist empress 10ish times in a row, and I've run out of empress cards altogether while trying to empress Athana.

Do I get a message when that happens? I don't remember resisting that many times in a row before. Likely was the time I traversed before deffing up during a raid, since I have to reject grace to defup fully. I died before I finished that time Forgot to check allies after the death.

You get a "You manage to resist the attempt to summon you." message, but nothing else.
