Regeneration effects are consistent. Everything that works in the same way stacks - things like Regeneration in Athletics do not stack with racials/mercy/etc because they WORK IN A DIFFERENT WAY - they don't give you health regen for free based on your health's percentage, they give you a constant amount of health regen for quite a steep mana cost (100/400 hp for 150 mana each tick).
