It doesn't mention just plain full members. Each full member of the guild has a responsibility towards newbies in my opinion, even if it's just to point them to a scroll and answer a random question over GNT.

I think this is a good idea, but a part of Fireweaver's and some other peoples' posts wouldn't work.
Now granted, the one and only undersec might be bashing stuff on the Earth plane, but the that is one instance, and the Undersec could simply say, Hi, I'll be there in a bit, in the meantime read those things over and tell me when you are ready. But if everyone is on Nil because there is a Nil raid in progress, no one is going to stop what they are doing to punch in "GNT Hi! Please read X, Y, and Z. We are busy right now..." and bam you die before you get your message in.
If you're on any plane other than Prime and you don't have broadcast (maybe even if you do have it; I can't remember exactly how it works), then a freshman can't hear you talking to them.

Fairly certain you dont need broadcast, just have to be able to talk in that range. Someone tell me if Im wrong there though.
